No 2-year-old can learn to read, because (among other reasons) the eye muscles are not fully enough developed. No If-year-old
can very well understand the feelings of two adults in love. Some kinds of leaning are possible only after a certain level of maturation has been reached. For example, Kagan after long systematic observation of small children, concluded that the child cannot develop a sense of self awareness” and does not use the term “I” until the age of 17 to 22 months [Kagan, 1981, pp, 47-75]. Below this age, the central nervous system is too immature to handle this concept.
